A short civic history

From Kafagway to a chartered city

Baguio’s story begins with its Indigenous Ibaloi community and continues through a distinctive legal and planning history.

Before 1900The Ibaloi settlement known as Kafagway occupied the area that became the city center.
1900Civil government was established in Benguet, with Baguio serving as the provincial capital.
1909Act No. 1963 incorporated Baguio; the city charter took effect on September 1.
2022Republic Act No. 11689 revised the city charter around inclusive citizenship, environmental protection, transparency, and accountability.
